Decontamination and triage

...the paramedics in the hallway are talking about an industrial explosion their colleagues are responding to, maybe some people dead on scene; a person presents to triage, coughing, and reeking of some pungent chemical; a train derailment spills toxins into the air and water of a small town... Chemical weapons, biological warfare, nuclear disasters, acute radiation sickness... How do we prepare for such unfathomable events? How do we respond, from initial triage and decontamination, to communicating to our organizations and the public?
